When we talk about these crimes in general, we use the term “sexual violence” as a comprehensive non-legal term that refers to crimes such as sexual assault, rape and sexual abuse. As the recipient and administrator of the funds, the DOJ/CVSSD has a responsibility to ensure that victims and survivors are appropriately served and can complain about their concerns. We often use the term “survivor” to refer to someone who has gone through the recovery process or when discussing the short- or long-term effects of sexual violence. It depends on whether we are describing a specific criminal act or if we are talking about the subject in general. When we refer to a particular crime, we try to use the specific legal description that is most appropriate. RAINN tends to use the term “victim” when referring to someone who has recently been affected by sexual violence; when discussing a particular crime; or when reference is made to certain aspects of the criminal justice system. These terms can lead to confusion about whether “rape” is somehow different or less serious than rape. In fact, in eight out of 10 sexual assaults, the perpetrator is someone the victim knows. Instead, we call it a crime, followed by information about the perpetrator.
